No. Many commercial parking lots are structurally sound and can be restored through targeted repairs, crack filling, sealcoating, and re-striping. Full repaving is only recommended when the pavement has reached the end of its service life.

Most parking lots can be successfully restored as long as the underlying base remains stable and the damage is primarily surface-level.
